Welcome to the Alabama Section of ARES

Amateur Radio Emergency Service, ARES® consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty in the public service when disaster strikes.  Every licensed amateur, regardless of membership in ARRL or any other local or national organization, is eligible for membership in the ARES.  The only qualification, other than possession of an Amateur Radio license, is a sincere desire to serve.  Because ARES is an amateur service, only amateurs are eligible for membership.  The possession of emergency powered equipment is desirable, but is not a requirement for membership.

Birmingham Hamfest ARES Forum to Kick Off "Operation Highball" SET 2009

Section Emergency Coordinator, Les Rayburn, N1LF will be hosting a special training forum for all ARES leadership and volunteers at this year's Birmingham Hamfest on May 2nd. Scheduled for 2:00PM on Saturday, this ARES forum will give volunteers the chance to review this year's major exercises including the ARRL New Madrid Earthquake Drill, CSEPP, and the Simulated Emergency Test of 2008.

But it will also be a jump start towards this year's SET exercise, "Operation Highball". Working with the Alabama Emergency Management Agency and railroad officials, the October 2009 exercise will focus on railroad incident response.

"This year's SET is going to be very different than past years" said Rayburn, "we'll be offering a lot of training about railroad operations, HAZMAT, and emergency response leading up to the exercise." A special video devoted to railroad emergency response will be shown at the Birmingham Forum, as well as similar events in Huntsville and Montgomery. Club programs are also planned, along with weekly training on railroad communications and operations specifically designed for weekly ARES net training.

"Our goal is to push out small, bite sized training modules that EC's can use for their weekly FM ARES Nets", Rayburn elaborated, "the hope is that by the time the drill comes around in September, we'll all be a lot more knowledgeable about railroad operations and better prepared to respond".

District Emergency Coordinators and Emergency Coordinators are highly encouraged to attend this year's ARES forum, which will also feature updates on the states new ARES Activation and Notification System, the new digital mode MT63, and other topics related to ARES. In addition, copies of the new 2009 Alabama ARES Emergency Operations Plan (EOP) will be available, along with copies of the new 2 Meter ARES Repeater Map developed by ASEC Hub Harvey, N4HUB.

ARES will have a booth on the hamfest floor, manned all day Saturday by SEC, Les Rayburn, N1LF along with many District Emergency Coordinators. He invites everyone interested to stop by and offer comments and suggestions. "My goal for the booth on Saturday is to listen, not lecture. I'm really interested in getting feedback and criticism from amateurs about how ARES is doing in Alabama. We've made great strides in the past year, but have a long way to go" commented Rayburn.
